Light industry in the Tula region is going through hard times. The government became concerned by this fact and proposed a multi-volume strategy of its development up to 2030.

The strategy reveals the situation with light industry in the area - this is just one-half percent of the total production of Tula, not so long ago, the industry has been leading in the region. The modern structure of light industry - it#39;s about 350 small businesses and only 30 large and medium-sized. The average salary for 2011 is 11 to 15 thousand rubles.

Import competition, lack of investment, technological backwardness, social and human problems - this is designed to unravel the tangle of a new development strategy, because it is clear that the textile and clothing industry, small leather goods and footwear production requires intensive radical changes.

There are two scenarios - slow and innovative. When the inertial scenario possibilities of economic growth will be determined by lower production volumes and faster growth of imports. Modernization of existing facilities will be financed by own funds and borrowings slowly.

Innovation scenario assumes implementation of projects related to the influx of investment, the development of the cluster approach, the introduction of advanced technologies, because of the need for sustainable development and improving the image of the regional branch of light industry.

Clusters that create competitive advantages, improving the image of the light industry and salaries to its employees (up to 39 thousand rubles), subsidizing the cost of connection to the electricity grid, pipelines, thermal and vodokanalnym networks, the competition with a grant in the amount of 225 thousand rubles, micro-loans with interest rate 10% per annum, the partial subsidizing participation in fairs and exhibitions, participation in public contracts. Making uniforms, raw equipment, technical re-equipment - these measures should revive light industry Tula region in 2030.
