In the State Duma may soon be introduced a bill that can largely solve the housing problem. It is about building apartments to rent in commercial, non-profit or social rent. This was reported by `RG` s first deputy chairman of the Duma Committee on Housing Policy and Housing Elena Nikolaeva.

Until now, the problem of housing in Russia remains one of the most acute. More than 70 percent of the population of the country can not afford to buy a home or get a mortgage because of low income. The hope is that the #39;housing problem#39; can be solved there, signed in May due to the presidential decree on measures to provide citizens with affordable and comfortable housing.


The Government was instructed to January 2013, to the formation of affordable rental housing and the development of non-profit housing for people with low income.

What is needed now developed different mechanisms, says Nikolaev. One option - the construction of houses, apartments that will be rented. `There are three types of rent - commercial, non-profit and social #39;- she explains. The first kind of - it#39;s comfortable accommodations at normal market prices.


But, unlike the housing on the open market, the contract of employment should clearly regulate the relationship between the landlord and the tenant, if man is not afraid that it may at any time drive on the street or suddenly raise his rent.

The second type of rent - a non-profit. It is designed for those for whom the state has the obligation to provide housing: large families, public sector employees. And social housing - for acutely needy people may have fallen into an extreme situation.


It is clear that the faces at which point commercial lease ends and the person can apply for a non-profit or social, are thin. It is not clear yet, and what can the migrant workers, the Russians claim to housing at a reasonable price is not in the area where they are permanently registered, and where the actual live. `Now all these details are being worked out, discussed #39;gingerbread#39;, which could be interested in the business to build such housing.
